Integrated Water Resources Management System Based on Advanced Information and Communication Technologies for IWRM Implementation in the Republic of Uzbekistan

Country: Uzbekistan.
Implementation period: 2022–2025.
Project budget: USD 10.0 million.
Implementing organization: Ministry of Water Resources of the Republic of Uzbekistan.
Beneficiaries: approximately 5.5 million people in six pilot areas, 60 water-sector specialists from the Ministry of Water Resources, around 600 engineers from selected Basin Irrigation System Administrations, as well as the Syr Darya and Amu Darya basin water organizations.

Main objective

The project builds on the efforts of the Korea International Cooperation Agency (KOICA) undertaken during 2016–2020 and aims to further develop an advanced water information system and integrate it with SMART basin management systems in selected areas.

Through digital innovation, the project seeks to improve the efficiency of water resources management and use these systems as a tool to support the implementation of Green New Deal initiatives in Uzbekistan.

The project also aims to support the restoration of the Aral Sea region by enabling real-time monitoring of water bodies and wetlands in the Southern Aral Sea region, including the Amu Darya Delta.

Integration with Phase I

The targeted SMART system will be integrated with the information system developed under KOICA’s 2016–2020 “Master Plan and Pilot Project for Establishing an Integrated Water Resources Management System in Uzbekistan through the Introduction of Information and Communication Technologies.”

The project therefore builds upon the digital infrastructure established during the first phase, expands data collection and analytical capabilities, and supports the wider application of modern SMART technologies in water resources management.

Project areas

Development and integration of SMART water management systems are envisaged in:

Fergana Region;
Tashkent Region;
Samarkand Region;
Bukhara Region;
the Republic of Karakalpakstan and the Aral Sea region.

The project is expected to integrate the Ministry of Water Resources’ advanced information system with regional SMART basin management systems, thereby expanding capabilities for real-time water resources data collection, exchange, monitoring and analysis.
